Performance-Based Communications and Surveillance (PBCS) is a framework intended to provide an objective method of evaluating the existing and emerging communications and surveillance methods that support air traffic management (ATM) operations. The main goal of the PBCS system is to allow for improved security standards and more efficient airspace use. All operators wishing to be involved in the NAT High-Level Airspace are required to comply with the PBCS specifications.
